El Defensor del Pueblo ha señalado que todos los ciudadanos tienen derecho a tener garantizada la prestación del servicio de telefonía fija con independencia de su localización, y ha destacado que el despliegue de la fibra óptica en todo el territorio nacional es una de las demandas "más importantes" de la ciudadanía.

Así se recoge del 'Informe Anual 2025' de la institución, que el Defensor del Pueblo, Ángel Gabilondo, ha entregado este martes a la presidenta del Congreso de los Diputados, Francina Armengol.

En materia de telecomunicaciones, el organismo ha subrayado que la "adecuada" prestación de la telefonía fija alcanza la mayor relevancia cuando afecta a personas vulnerables, a personas mayores que residen en zonas despobladas o a quienes reciben teleasistencia domiciliaria. No obstante, advierte de que siguen siendo "habituales" las quejas por averías.

Como ejemplo, ha mencionado el caso de los vecinos de Arangas de Cabrales (Asturias), donde una incidencia en el suministro eléctrico --provocada por un incendio en el transformador-- interrumpió el servicio, aunque fue restablecido de forma urgente, tras haber solicitado la información correspondiente al ayuntamiento de la localidad y a la Secretaría de Estado de Telecomunicaciones e Infraestructuras Digitales.

EL DESPLIEGUE DE LA FIBRA ÓPTICA

El Defensor ha subrayado que la expansión de la fibra óptica repercute "positivamente" en las condiciones de vida y trabajo, al reducir la brecha digital y las desigualdades asociadas. Las quejas recibidas reflejan, ha precisado, la necesidad de dotar de infraestructuras a pequeños núcleos rurales.

Consultada la Secretaría de Estado de Telecomunicaciones y para la Sociedad de la Información, indicó que se fomenta que los operadores adopten medidas para cerrar la brecha digital, afrontar el reto demográfico y mejorar la inclusión social.

Según la Administración, los programas de ayudas a la extensión de la banda ancha han permitido "importantes progresos" para alcanzar una cobertura superior a 100 megabits por segundo (Mbps) en 2025.

En concreto, el Programa de Extensión de la Banda Ancha de Nueva Generación 2013-2023 (PEBA-NGA) prevé dotar de redes de fibra óptica hasta el hogar (FTTH) a 6,3 millones de unidades inmobiliarias en más de 20.000 núcleos de población, lo que representa más del 20% de las existentes y más del 50% del incremento total de cobertura en el periodo.

El Defensor ha citado también el caso de Durón (Guadalajara), donde se habían detectado deficiencias en el despliegue de fibra. La Secretaría de Estado informó de que dos proyectos del programa 'Único-Banda Ancha' incluyen este municipio y deberán completarse entre diciembre de 2025 y abril de 2026.

En su informe de 2024, el Defensor del Pueblo ya había advertido de la falta de desarrollo reglamentario de la Ley 11/2022, de 28 de julio, General de Telecomunicaciones, e inició actuaciones ante la Secretaría de Estado de Telecomunicaciones e Infraestructuras Digitales para conocer el estado de la cuestión.

La Secretaría de Estado reconoció entonces "la importancia y complejidad" del asunto y señaló que se trabajaba en el desarrollo de la ley en ámbitos como el Servicio Universal de Telecomunicaciones y la regulación de las comunicaciones de emergencia, tanto a través del número 112 como mediante el sistema de alertas públicas inalámbricas.

Además, informó de la creación de una comisión interministerial --cuyo funcionamiento y composición aún se estaban definiendo-- para agilizar la cooperación entre administraciones públicas en la instalación y explotación de redes públicas de comunicaciones electrónicas. Estas actuaciones continúan "en curso", según refleja el documento publicado este martes.
