El Ministerio de Inclusión, Seguridad Social y Migraciones ha valorado positivamente el "exhaustivo trabajo" realizado por la Autoridad independiente de Responsabilidad Fiscal (AIReF) en su informe adicional sobre el sistema de pensiones, en el que el organismo ratifica el cumplimiento de la regla de gasto en pensiones.

Según el Departamento que dirige Elma Saiz, la AIReF constata en este informe que el gasto en pensiones cumple el umbral de sostenibilidad, establecido por la llamada cláusula de cierre, al concluir que el nivel de gasto neto en pensiones entre 2022 y 2050 se sitúa en un promedio del 13% del PIB, tres décimas por debajo del nivel marcado como límite en la cláusula de cierre.

Además, sostiene Seguridad Social, ese promedio del 13% refleja una situación "más sólida" que la del año pasado, cuando la AIReF estimó un porcentaje dos décimas superior, del 13,2% del PIB.

"La autoridad fiscal calcula en su informe de hoy que el promedio del impacto de las medidas de refuerzo de los ingresos adoptadas en ese periodo supone un 1,6% del PIB, lo que da como resultado un gasto neto en pensiones del 13% del PIB", apuntan las mismas fuentes.

La AIReF tiene encomendado calcular, cada tres años, el impacto de las medidas adoptadas para reforzar los ingresos del sistema. Su primera evaluación fue en 2025 y este viernes ha publicado un informe adicional que, según Seguridad Social, "incluye los grandes shocks en los datos definitivos macroeconómicos de los últimos años".

Además, las mismas fuentes hacen hincapié en que, mientras en 2025 estimó que el promedio del impacto de las medidas de refuerzo de los ingresos adoptadas en ese periodo suponían un 1,4% del PIB, en su informe de este viernes lo cifra en el 1,6%, dos décimas más.

"Este análisis coincide con la publicación de la proyección de la Seguridad Social, realizada a través de la herramienta IntegraSS, que calcula un nivel de gasto promedio del 14% del PIB entre 2022 y 2050", apunta la Seguridad Social, que destaca además que este cálculo del gasto en pensiones es "sensiblemente inferior" al obtenido por otros organismos, como la propia AIReF, la Comisión Europea o análisis previos de la Seguridad Social.

Esta herramienta fue creada para proyectar el gasto en pensiones a efectos de evaluar la sostenibilidad financiera del sistema de la Seguridad Social frente al envejecimiento demográfico.

Permite analizar cómo afectan los cambios normativos a la proyección del gasto, combina información detallada, diferencia por edad, sexo, régimen, tipo de pensión y tramos, proyecta el gasto en jubilación por generaciones y utiliza la información completa de las bases de datos de la Seguridad Social.

Entre las principales novedades que incorpora esta herramienta, destaca el uso de la base de datos completa de pensiones y pensionistas de la Seguridad Social, el universo de todos los pensionistas de Seguridad Social y la base de datos de Clases Pasivas.
