El Gobierno Vasco propondrá esta tarde al Ejecutivo central una fórmula "extraordinaria" que permitiría "abrir una vía legal" para que la sociedad estatal SEPI "pueda reestructurar su deuda" con Tubos Reunidos, según ha anunciado el consejero de Industria, Mikel Jauregi.

Jauregi, que no ha aportado más detalles sobre esta propuesta, se ha referido a la situación de Tubos Reunidos en la rueda de prensa posterior al Consejo de Gobierno semanal, en la que el consejero de Trabajo, Mikel Torres, ha afirmado que el hecho de que esta empresa haya podido cubrir con adscripciones voluntarias de sus trabajadores el recorte de 301 puestos de trabajo contemplado en su ERE es "una enmienda a la totalidad a la forma de actuar y de negociar de los sindicatos".

El consejero de Industria ha descartado que el Gobierno Vasco pueda otorgar un "crédito rápido" a Tubos Reunidos para ayudar a esta empresa a solventar su complicada situación financiera. "El Gobierno Vasco no es la INI [Instituto Nacional de Industria], no tenemos la vocación de hacer este tipo de cosas; nunca la hemos tenido y ahora tampoco vamos a empezar a hacer estas cosas", ha subrayado.

Jauregi ha precisado que el Ejecutivo vasco "no cree" en este tipo de medidas y que, además, los instrumentos de los que dispone "tienen ciertas limitaciones". En este sentido, ha reiterado que el Gobierno Vasco "está dispuesto a ayudar siempre y cuando haya algún o algunos inversores industriales" para Tubos Reunidos.

Respecto al hecho de que los objetivos de reducción de plantilla se vaya a poder cubrir con la acogida voluntaria de trabajadores, ha considerado que esto aportará una "paz social" que es "bienvenida" en la actual situación, dado que puede contribuir a la búsqueda de un inversor industrial.

El consejero ha explicado que el Gobierno Vasco "sigue trabajando" para tratar de lograr la reestructuración de la deuda de Tubos Reunidos, dado que esta supone "un gran impedimento" para poder atraer a nuevos inversores. En este sentido, y aunque no ha aportado más detalles al respecto, ha anunciado que el Ejecutivo autonómico planteará esta tarde a la Administración central "una fórmula que podría abrir una vía legal" para que la sociedad estatal SEPI "pueda reestructurar su deuda" con la empresa.

"Lo hemos analizado y nos parece correcto, en las circunstancias actuales, abrir una nueva vía; y por supuesto lo vamos a trasladar al Gobierno, lo vamos a poner encima de la mesa esta tarde y el Gobierno español tendrá que analizarlo y valorarlo", ha añadido.

El consejero no ha precisado las características de esta fórmula, si bien ha recordado que el préstamo de 112,8 millones que recibió en su día Tubos Reunidos se canalizó a través de un procedimiento creado en el contexto posterior a la pandemia de covid.

"Fue una fórmula extraordinaria; y creo que vivimos una situación también extraordinaria", ha indicado Jauregi, que ha explicado que el de Tubos Reunidos es "el primer gran ERE" de la época a la que han dado lugar los aranceles impuestos por el presidente de EEUU, Donald Trump, del que ha recordado que "es el mismo señor" que ha iniciado la guerra contra Irán, "que también está impactando en nuestra industria".

En este contexto, ha subrayado que "toca ser imaginativos, ser novedosos; y ver qué encaje legal se puede dar a empresas impactadas por este doble 'shock' que estamos viviendo". Jauregi, no obstante, ha apelado a la "discreción" para no aportar más detalles sobre la fórmula que planteará al Ejecutivo central para reestructurar la deuda de Tubos Reunidos. En todo caso, ha reiterado la necesidad de "hacer cosas extraordinarias" para responder a situaciones "extraordinarias".

En este sentido, el consejero de Trabajo y Empleo, Mikel Torres, ha afirmado que no tiene "ninguna duda" de que la SEPI "va a estar, como ha estado desde el primer momento y como estuvo antes, en el rescate de la empresa".

Torres también ha subrayado que el hecho de que Tubos Reunidos haya podido cubrir con adscripciones voluntarias de sus trabajadores el recorte de 301 puestos de trabajo contemplado en su ERE es "una enmienda a la totalidad" por parte de los trabajadores "a la forma de actuar y de negociar de sus sindicatos".

REFLEXIÓN SINDICAL

El vicelehendakari segundo ha indicado que esta "paradoja" no es "la primera vez" que se produce, puesto que "ha habido casos similares en empresas muy importantes". "Ahora podemos comprender por qué los sindicatos no han querido dejar votar a la plantilla; y eso es una de las cosas que tiene que llevar a reflexionar al mundo sindical", ha añadido.

El consejero de Trabajo y Empleo ha afirmado que lo ocurrido en Tubos Reunidos demuestra que en ocasiones, las decisiones que adoptan las direcciones de los sindicatos o los miembros de los comités de empresas responden a criterios "que no son estrictamente de sociolaborales o de defensa de intereses de los trabajadores".

En este sentido, ha manifestado que la situación que se ha producido en Tubos Reunidos "es un precedente en una empresa muy grande y tiene que hacer reflexionar al mundo sindical".
