Las empresas eléctricas niegan percibir 'beneficios caídos del cielo' y defienden que lo que ha puesto de manifiesto el Real Decreto 17/2021 de medidas urgentes para mitigar el impacto de la escalada de precios del gas natural en los mercados de gas y electricidad es que "no hay nada que capturar", según han señalado fuentes del sector este lunes.

Sin embargo, apuntan que lo que hay son unos beneficios "muy elevados" por parte de las empresas gasistas y petroleras, y subrayan que el problema de precios elevados actualmente no es del mercado eléctrico, sino del de gas.

En esa línea, consideran que la posibilidad de poner un tope al precio mayorista del gas es una opción que puede "encajar" entre las empresas eléctricas para evitar mayores incrementos en las facturas de los consumidores.

Asimismo, otra opción que está encima de la mesa es que se establezca un límite de precios que afecte solo a las centrales de ciclo combinado. Sin embargo, el principal obstáculo a salvar dentro de este planteamiento es que habría que establecer un mecanismo de compensación para ellas que evite que se declaren indisponibles y dejen de realizar ofertas de venta al mercado.

De hecho, aplicar el tope sobre el mercado gasista en su conjunto o solo sobre las centrales de ciclo combinado es una de las principales cuestiones a debate en estos momentos.

Sin embargo, las fuentes del sector inciden en que para llevar a cabo cualquiera de las opciones será necesario actuar de forma coordinada con el resto de países europeos para que no se generen distorsiones.

Esto se debe a que si por ejemplo España actuase de forma unilateral y el precio del gas que obtiene se abaratase mediante alguno de estos mecanismos, se producirían exportaciones masivas y España "subvencionaría" la electricidad barata a otros Estados miembro.

"La única manera de conseguir eso sería interrumpir las exportaciones y es una cosa a la que la CE no habría dado el visto bueno hace un mes, porque va en contra de los fundamentos europeos", apuntan las fuentes, que insisten en que la solución es que toda Europa aplique las mismas medidas y de forma coordinada para que no se distorsiones los flujos entre países.

GIRO DE LA POSTURA DE LA COMISIÓN EUROPEA

Las mismas fuentes consideran que la comunicación realizada por la Comisión Europea (CE) la semana pasada en la que se incluyen las herramientas que los países miembros pueden utilizar para hacer frente a la escalada de los precios de la energía en circunstancias excepcionales supone un "giro de 180 grados" en relación con su postura de hace unos meses.

Desde el sector consideran que la comunicación de la CE, desde el punto de vista español, es "dar por bueno" lo que el Gobierno ya había hecho, pero añadiendo una serie de cautelas a las cosas que el Ejecutivo "ha dicho que va a hacer, pero que todavía no ha hecho".

RECHAZAN LA PROPUESTA DE LA OCDE

El secretario general de la Organización para la Cooperación y el Desarrollo Económicos (OCDE), Mathias Cormann, ha señalado este lunes que los gobiernos cuentan con margen para implementar en el corto plazo subidas de impuestos a las empresas energéticas y redirigir parte de los ingresos generados a aliviar el impacto de los elevados precios de la electricidad en los consumidores.

Sin embargo, desde el sector no ven bien esta medida porque, según esgrimen, no todos los impuestos se trasladan a la factura final, por lo que consideran que si se aumentan lo normal es que la factura de los consumidores se encarezca.

En esa línea, entienden que el Gobierno tampoco considera esa opción, dado que "llevan bajando impuestos desde el verano".
