El presidente del Gobierno, Pedro Sánchez, ha anunciado este miércoles que España ofrecerá 1.000 millones de euros en este año 2026 para apoyar militarmente a Ucrania, por lo que la ayuda española bilateral desde que se inició la guerra ya asciende a casi 4.000 millones de euros.

En una comparecencia ante los medios en el Palacio de la Moncloa junto al presidente ucraniano, Volodimir Zelenski, Sánchez también ha desvelado que desde el Ejecutivo van a impulsar parte de la ayuda a través de la "coproducción y cofabricación" conjunta con empresas ucranianas en el ámbito de la defensa y, sobre esta alianza, se trabajará con drones y radares.

Por su parte, Zelenski ha precisado que la colaboración con las empresas españolas del sector de defensa servirá para "asegurar la evolución tecnológica de los ejércitos de ambos países". "Ucrania está dispuesta y preparada a compartir sus conocimientos en el ámbito de drones y las tecnologías. Y la industria de defensa española tiene capacidad de suministrar a Ucrania radares, misiles y otros equipos. Y estamos trabajando en esto", ha destacado.

En este contexto, el presidente del Gobierno ha defendido la necesidad de "aumentar y fortalecer la industria europea de la defensa" y, ante ello, ha confirmado que España va a financiar "buena parte" de los 1.000 millones de ayuda a través del instrumento SAFE que creó la Comisión Europea.

El jefe del Ejecutivo ha defendido que España no va a olvidar el conflicto bélico en Ucrania iniciado en 2022 tras la "agresión rusa" y mantendrá "el apoyo al pueblo ucraniano "con la misma intensidad" porque "la guerra no cesa" y "sigue cobrándose vidas inocentes" ante un conflicto tildado de injusto e ilegal por parte de la mayoría de países de la comunidad internacional.

Sánchez ha defendido la coherencia del Gobierno español que aplica "el mismo baremo" en "cada agresión contraria al orden y derecho internacional", ya sea en Ucrania u Oriente Medio. "La guerra en Ucrania está íntimamente imbricada con el futuro de la Unión Europea", ha reiterado Sánchez, para quien "una amplísima mayoría de la sociedad española" entiende "perfectamente" cuál es la posición del Gobierno de España "de defensa, apoyo y de aliento al pueblo ucraniano". Así, el presidente ha vuelto a confirmar el apoyo español a Ucrania "como país y futuro Estado miembro de la Unión Europea".

Ante Zelenski, el presidente del Gobierno ha puesto el foco también en las "necesidades más urgentes" para Ucrania que afectan, entre otras, al sector energético. Sánchez ha recordado los "pasos importantes" que dio España para impulsar la ejecución de proyectos por parte de empresas españolas.

Al respecto, ha anunciado un acuerdo 'Operación financiera y técnica' para impulsar "un nuevo proyecto en materia ferroviaria que permitirá la cooperación en el ancho de vía doble". "Es una tecnología única por parte de la industria española", ha enfatizado Sánchez, para avanzar que llegarán también "otros proyectos en materia energética, sanitaria o educativa" o sobre "la gestión del agua", que van a beneficiar a personas civiles que sufren la guerra.

ACUERDO ENTRE LA UCRANIANA UZ Y LA ESPAÑOLA TRIA

Además, Ukrzaliznytsia (UZ) -sociedad estatal que administra la infraestructura ferroviaria de Ucrania y opera el transporte ferroviario, tanto de pasajeros como de mercancías- ha firmado con la empresa española TRIA el contrato comercial de una operación de la línea no reembolsable del FIEM, por importe de 5,48 millones de euros, para desarrollar un proyecto piloto para implementar la tecnología de cambio automático de ancho de vía para mercancías en Ucrania, con el fin de conectar la red actual en ancho 1520 (ancho soviético) con la red española en 1668 y la red europea en ancho internacional en 1435.

Esta capacidad de adaptación de la tecnología permitirá aumentar la conectividad de todo el territorio ucraniano a través del ferrocarril. Durante la visita, además, se ha firmado el convenio de donación entre ICO (como agente financiero del Estado) y la empresa ucraniana que permite ya formalizar esta contribución financiera.

Por último, el presidente del Gobierno ha informado que estos proyectos estarán coordinados por la Oficina de Reconstrucción Española para Ucrania, que está en "pleno funcionamiento". "La cooperación española está siendo clave en el apoyo de la reconstrucción con más de 200 millones de euros movilizados desde el inicio de la agresión rusa", ha cifrado Sánchez, que también ha detallado que España ya ha donado este año "seis potentes generadores que garantizan el suministro eléctrico a más de 14.000 personas".

ZELENSKI PIDE DESBLOQUEAR LA AYUDA DE 90.000 MILLONES

De todos modos, para promover la fabricación propia, Zelenski ha insistido en que los países de la Unión Europea desbloqueen el paquete de 90.000 millones de euros acordado a finales de 2025 para mantener a flote a Kiev, y cuya aprobación veta ahora Hungría.

"Contamos mucho con que los países de la Unión Europea encontrarán las formas de resolver este problema, porque el acuerdo se alcanzó antes de finales del 2025, porque si no, estamos hablando de una reconsideración de estos acuerdos, y es algo injusto", ha indicado.

En este sentido, ha subrayado que "no es un bloque justo" y que "no hay alternativa" a esta ayuda de 90.000 millones. "Puede haber una alternativa a las formas de esta financiación, pero no podemos dejar de fortalecer y apoyar a nuestras Fuerzas Armadas", ha argumentado, incidiendo en que es la cuestión más importante, a ojos de Ucrania, que debe resolver la cumbre de líderes de la UE de este jueves en Bruselas.
